Preserving Our Quality of Life The current City of Chino Hills budget has a projected $2.2 million deficit this year, which will be covered by the City’s General Fund Reserves, or “savings account.” By 2030, that shortfall is expected to grow to over $4 million annually, and by 2034, the City’s available Reserves would be fully depleted.

Why it ' s Happening The City’s budget deficit is not a result of overspending. The City’s two largest funding sources, property tax and sales tax, are not keeping pace with inflation and other increasing costs related to maintaining services and infrastructure demands. This is not unique to Chino Hills, as many neighboring cities are facing similar financial pressures and have already taken steps to secure additional locally-controlled funding sources. Public safety contracts, construction expenses, landscaping and park maintenance, wildfire prevention, and operating and utility costs continue to rise each year. Since 2020, the cost of police services with the Sheriff’s Department has increased by over $3 million, or 21%. Costs for landscaping and park maintenance to keep public spaces safe and clean have increased by about $4.2 million, or 40%, and costs for street repairs have also increased by about $750K, or 28%. At the same time, Chino Hills currently faces more than $8.6 million in unfunded maintenance and infrastructure needs. Funding for neighborhood landscaping and lighting maintenance falls short by nearly $4 million each year, requiring the City to make up the difference, and that gap is only expected to grow. The City has a limited set of options to address ongoing fiscal pressures. Without new, stable local revenue sources, the City will have to make additional reductions to services, and scale back future investments.

Meet the New City Manager, Rod Hill! T he Chino Hills City Council appointed Rod Hill to serve as the City’s sixth City Manager, effective as of April 1, 2026. Mr. Hill has over 37 years of local government experience and has served as the Assistant City Manager since 2019. In this role, he was instrumental in managing some of the City’s most complex contracts, divisions, and initiatives. He has overseen the Code Enforcement, Community Relations, Emergency Management, Human Resources, Information Technology, and Solid Waste Divisions, as well as risk management.
A major area of his responsibilities included oversight of the City’s largest and most critical service contracts, including law enforcement services provided by the San Bernardino County Sheriff’s Department. He led negotiations on the new solid waste services contract and implementation of the City’s transition to a new waste hauler, ensuring continuity of service, regulatory compliance, and a smooth experience for residents and businesses. In addition, Mr. Hill managed contracts for animal care and control services and played a key leadership role in developing and implementing the City’s first homeless services contract. Mr. Hill has a strong background in municipal finance and emergency management. He began his career in the Finance Department with the cities of Brea and Anaheim. He was then selected as Assistant Finance Director for the City of Redlands, where he oversaw information technology, risk management, accounting, and budget. In 2003, Mr. Hill was appointed as Director of Administrative Services for the
City of Whittier, where he served for 17 years as Director of Finance and Human Resources, City Treasurer, and oversaw emergency management and animal control. He has a Bachelor of Science degree in Business Administration from the University of La Verne and a Master of Public Administration degree. Volunteerism and public service have been consistent themes throughout Mr. Hill’s career. He currently serves as a member of the San Bernardino County Sheriff’s Department West Valley Search and Rescue Team, and has previously served as a Park Ranger (Reserve) in Orange County and as an Adjunct Instructor at the California Specialized Training Institute. Mr. Hill and his wife, Laurie, have lived in Chino for 35 years, and have three adult children and six grandchildren. He replaces former City Manager Benjamin Montgomery, who retired on March 31, 2019, after 20 years of service to the City of Chino Hills, including the last seven years as City Manager.

Deputy Jake Dances has been honored as the Chino Hills Police Department’s Deputy of the Year in recognition of his unwavering work ethic, commitment to teamwork, and remarkable resilience. He has served with the San Bernardino
Melissa Holmes has been selected as the Chino Hills Police Department Professional Staff Member of the Year. Melissa joined the San Bernardino County Sheriff's Department in 2023, where she began her service as an Office Specialist before
County Sheriff's Department since 2021 and has been assigned to the Chino Hills Station since 2023. His strong dedication to his duties, hardworking nature, and attention to detail have set a new standard of excellence in the station, making him widely respected amongst his colleagues. Deputy Dances is also recognized for his integral role on the Chino Hills Traffic Division, as a Field Training Officer, and for being the station’s Explorer Advisor. Through these different responsibilities, he actively supports his fellow officers, consistently offers guidance when needed, and is never hesitant to step in to assist during critical moments. His positive attitude fosters unity within the department, which results in strengthening morale and reinforcing a culture of mutual respect. Congratulations, Deputy Dances! Save the Date for National Night Out 2026!
Save the date for this year’s National Night Out on Tuesday, August 4! Registration information will be available online at www.chinohills.org/NNO starting in May. The City of Chino Hills received the National Award for its participation in the 42nd Annual National Night Out event in 2025. Last year, over 2,500 residents in 28 different neighborhoods participated. Chino Hills ranked 6th in the nation in its category of cities with a population of 50,000 to 100,000. Since 2005, neighborhoods in Chino Hills have participated in a variety of events and activities designed to bring neighborhoods together and strengthen police-community partnerships, such as barbeques, potlucks, ice cream socials, youth activities, and contests. City Council Members, Deputies, Citizens on Patrol, Fire District personnel with their engines, and City staff visit as many events as possible in one night.

CELEBRATING AMERICA250 IN CHINO HILLS As our nation approaches its 250th anniversary, the City of Chino Hills is proud to join communities across the country in recognizing this historic milestone. As part of the America250 recognition, cities are participating with meaningful local initiatives celebrating community pride and a strong future together. Kicking off the recognition in November 2025, the City unveiled a commemorative America250 challenge coin, which was presented to local veterans during the annual Veterans Day Ceremony at the Community Center as a symbol of our community’s gratitude for their service. In the spring, the City also hosted a community tree-planting effort in alignment with Earth Day. Between this event and a previous event in December, volunteers helped plant over 200 trees in support of the America250 theme of service. Upcoming Events • Artwork on Display at Community Center: In partnership with the Chino Hills Community Foundation, “The Patriotic Display of Chino Hills” art exhibit will be on display at the Chino Hills Community Center from May 19 through August 16. This specially curated exhibit will highlight local artists and celebrate patriotism in our community. An Artist Reception is planned for Tuesday, May 19, at 6:00 p.m. • America250 Flags Fly in Chino Hills: The City will fly the official America250 flag at City Hall and the Community Center beginning Memorial Day weekend through July 4. These visible displays of patriotism will serve as a unifying symbol throughout our community during this historic anniversary. • Independence Celebration at Veterans Park: In culmination of the celebration, America250 will be prominently featured during the City’s Independence Celebration and Concert on Wednesday, July 1 at Veterans Park. This annual free event brings the community together for an evening of live entertainment, family-friendly activities, and a festive atmosphere to celebrate our nation’s birthday.
